achieving 30 members is not a touch task, use some google adwords, I got 500+ users on a forum of mine, using CPM ads on my competitors websites, It comes just 35-50 cents for forums, may take some 1-2 days to start, but a small 100$ bugdet can make your forum filled with 500 members. Next hard thing is to maintain them and stick to them, which i didnt do and the forum is again seeking some fine bucks of ads.

CPM ads are not about keywords, its site targetted campaigns, you select this kind of campaign when you start a new campaign, I will ask you for your maximum bid for per 1000 impressions. CPM here stands for cost per 1000. Your ad will be continously displayed at the website you chose, only exception if the publisher has not turned off the onsite signup, 95% of publishers doesnt turn it off.

Making members active is more hard then make them join, If you still make competitions and invite more members for a constant month, then you can be a prund owner of a forum, But a single event of promotion is not fine, Keep making them in a routine in a planned way.

Hi. Sadly we didn't get our 30 members we only got 19 new members, about 10 are active (about 5+ posts a day)

What we are doing, is the person who can get the most active members will get free hosting for a year.
