when planning a new forum, what can be done to reduce the owner/admin's workload?

technical, policy, hosting, attitude, advertising, money issues, email, PMs, whatever.....

Getting moderators is the best and most efficient thing you can do. For advertising/hosting/upgrades/technical and such, some find hiring a webmaster who is experienced with forums to be a good idea. Some of them use their moderators.

With any new forum, posts is going to be a problem. Most of the times the staff (admin and mods) will take care of that. But to reduce workload, you may want to consider hiring forum posters, or hiring a company that specializes in it.
