I have a large amount of members but not many post or are not active!

we used to use PHPnuke but that was terrible
I need something appealing to the eye and easy to create for my homepage.

I think it would be a good idea to study color theory a little. Topics such as complimentary color use and contrast of extention would really be really beneficial to finding a palette that works best for your community.
CMS-wise, I'm not entirely certain what you need. I mean, I wrote the front end for my site to access the mySQL tables used by vBulletin, and wrote my own bbcode parser when I couldn't find any prewritten explanations for version 3.*
If your community is something you would want to invest more than time in, then I would suggest you hire a web designer and a web programmer. If you would rather invest time, then you could learn the basics on your own and go from there. :)
You might need to reduce the number of forums for a while. Merge some similar ones together to shorten the length of forums. Figure ot which forums are more popular and work on it from there :) In the meantime, get a homepage up, concentrating on Pakistani news and topics could generate more activity in the foruums.
