Well, the content, of boards what I should ad and what I should remove, but I am going to work on a skin but I suck at graphics.

You should try to find somebody who can create a skin for you. There are some pretty good skin people out there who make cheap skins. Try ExtremePixels. (http://www.extremepixels.com) If you want to be really nice, PM me for my referral link :D.
Your forum layout looks good, however I think you should have your Forum support forum somewhere else, in its own separate catagory. Perhaps a forum related catagory?

I'm not sure that you really need a forum for rules, or that such forum needs to be the top forum. IPB has some decent guidelines features, I would use them instead...just an idea.
Also, it might not be the best idea to let guests/members see the trash can - especially if it will contain things you want deleted. :)

Good Idea About the trash can! I will do that later, and maybe I will just make a global sticky or turn on the rule feature.

Now it is back up, Apache has been throwing a fit, so now I think we got it working.

Back down for me. I would suggest looking into getting a proper host, even if you can't afford a shared account, there are plenty of free ones out there :)
