That may happen, but I wouldn't count on it. Everyone here is already involved in other forums, and we can't join every forum that we see here. :(
Any more ideas?
Here are a few.
1. Find a way to make your forum different. There are already a lot of forums for webmasters. What can you offer that the other ones don't? I suggest finding a specific focus or niche.
2. Tidy up the grammar and punctuation in the forum descriptions to give it a more professional appearance.
3. Post in forums and newsgroups for webmasters with a link to your site in your sig. Be sure to post only useful posts that would be worth posting without the sig, or you'll be seen as a spammer. If people see you contributing helpful content to their forum, they're more likely to notice your sig and to check out the site.

I'd add some to the list:
Post on your forum, and post lots. Write articles which you think will be useful to people for a webmaster.
Change the look, make it unique
One other observation - I'm not sure whether you'd really need 3 hosting forums. That's a lot of valuable index space which shouldn't be wasted at the start of a forums life.

You must have a long MSN list to reach those goals hehe.
What about advertising? If you can't pay you could exchange banners or links with other sites, it doesn't cost you anything :)
