I would if I had the money, but it's certainly possible to get a forum going without paid advertising.
That would depend on the forum. Some forums never take off, no matter how you plug it, advertise it, spam it. You might get a trickle of signups with those methods.
But if you have one that you sincerely think is worth cultivating, then start out slow with your signature in forums and if you get a few extra members that way (check your traffic logs), consider using advertising at targetted sites :) Rome wasn't built in a day, nor will a successful forum.

Well I think advertising works, just depends on how you advertise.

Sounds fishy? lol I know advertising works, just look at google adwords. It's a proven method of advertising. Now a method that is a waste in my opinion is purchasing hits or traffic packages.

Actually it technically isn't. Google is plagued by problems like click fraud or other types of ad fraud, and generally you will not get as many hits as you think when you first sign up.
Now I won't say advertising doesn't work, however the best sort of advertising is word of mouth. The main goal of advertising shouldn't be to get oogles of hits, but to get your forum known. Instead of a google adwords compaign, buy an ad on a website that has some relation to your forum. That would be a much better investment then dumping cash into adwords. Find a company and see if you can setup some sort of deal, where the company links to your forum and you link to the company (of course said company would be forum related). There are tons of creative ways to advertise, and you will see that most of the gigantic websites you hear every day have created their own new ways of advertising, or used old ways but improved them.

GOOGLE has increased traffic for tons of websites. Yes I agree there is alot of click fraud but there are alot of quality clicks also. You have to weight out the Good with the bad in every situation. :)

This is so true. Buy ads on related sites. You may even want to make post in the forum as well. Not necessarily posting about your site. But asking for a review of it. You may even carry your site in your sig at the forum as well. But you should check on the FAQ's first or ask the forum admin if it is ok to do so. You may also go to big webmaster forums(100k users +) and can find ways to advertise there. Through post exchanges, text and banner ads, website reviews, put your site URL in your sig there. You would be surprised to know how many people actually click on it.
There are many forms of advertising without having to use adwords or forking out alot of money.

If the forum was good enough, and the advertising good, I would spend $1000 , $10000, whatever necessary. It just depends in what do you want to make.
