I work for the market leading forum software company and we get daily scams and fraud mails by victims who purchased secondhand or from ebay, etc.
Don't fall for it, play it smart.
Get the full name of the person who wants to sell you their license, ask for the full license details (minus the password). And confirm with the forum company if that is actually a valid customer or license number, if the expiry date and full name are correct. And if the license is perhaps allowed to be transferred to a new party.
This lowers your risks of getting scammed.
Scam most used: Someone buys the forum software, sells it secondhand and gets money for it from you. You think you have a valid license, but then the license holder does a charge back on his credit card. He gets his money back from the company. And doesn't give you your money back. And you are left with a license that is set invalid. You're not allowed to use it.
This is a risk you ALWAYS run. So I really suggest to keep your eyes open and make sure you're willing to run the risk of getting scammed.
How to get a vBulletin license transferred into your name? ONLY the original license holder is permitted to request a license transfer to a new party. Upon receiving the full details from the current license holder (to verify the request is real) and the full details from the new party (you), we will review the request and accept/decline it.
People who have a real license, a valid license, and not a warez copy or some weird free copy from a friend, and they want to sell it. You can. But you should realize that you should give your full name, license number and expiry date and allow the third party to confirm this with the forum company.
Just a warning to everybody, because we at Jelsoft get a lot of these fraudulant secondhand scammy things. And we can NOT help you resolve them. As the purchase was between you and the scammer.

And yes, I have had personal experience with buying few owned licenses secondhand from someone who did not want to run a forum anymore. I've purchased them for $70 each, both with 3 to 5 months left until it expired.
So not every sale is a fake :) But just watch out.
