Well, How does everyone else do it? I advertise. Links in my forum signatures. Yet we still do not get any sign ups.
Is something about our community offputting to potential vistors?

You need to establish yourself in a community of like minds.
Make what they consider valuable contributions. Live within footer regulations. Personally I'm somewhat put off by most political forums these days. Moderators rarely take an even hand at approaching situations. Most political forums are based on radio talk show announcers. EG go to the forum they have established in thier name. They (the personality) never post and rarely comment on findings from thier own forum. (usually an understudy trolls the forum and hands copy back)

My suggestion would be to become an active member in forums like this one and to put your signature.

Thanks. In what way can the design be improved? Less use of a certain colour?

Okay, I'm happy your forums are starting to take off. I was looking for suggestions on my own forum though that's why I opened this thread :)
How can I improve my design? In what ways?

When I first looked at your forum Matt, I thought it was a barely modified vB. I don't know if that was the look you're aiming for, but I think you need something more unique.
You could also put a message for guests to try and get them to advertise (check FU home as a guest for an example). It might help get those browsers into members.

I have to agree with scott. Our forum is still basic SMF forum code, however i have modiffied alot of the CSS and Imageray to match the needs of our site. Maybe we could swap adds.
