Cant add site to toplist directory

Hi when i try to add my site to the top list directory, it shows only shows:

Add Site

Toplist Rules
Site URLs Must Start With http://
JPEG, GIF, and PNG Images are Allowed
Maximum Image Size (bytes): 10000
Maximum Button Height: 35
Maximum Button Width: 90
HTML Code: Off
Administrator Validation: On


Thats all. I have tried 3 different browsers on two different OS.
